WRC-12 Recommendations May Put KSM Off The Air

Public comments in support of KSM Are Needed

But Time is short - the deadline for comments in 13 August 2010

-----

Here's what's happening:

Every few years an international radio conference is held. The next is the World Radio Conference 2012 (WRC-12). The FCC is the US representative to these conferences.

For WRC-12 the FCC proposes to support recommendations that would make digital data dominant in the maritime service to such an extent that KSM and other stations could be forced off the air.

Here's what you can do:

In a Public Notice the FCC has solicited comments from the public regarding the recommendations to be supported at WRC-12. You can file a comment on line to recommend that KSM and other stations using A1A (Morse code) and NBDP (Narrow Band Direct Printing or RTTY) be allowed to continue operation.

But time is short!

The deadline for filing comments is 13 August 2010.

If you'd like to help keep KSM on the air, follow these steps:

1. Read the FCC Public Notice HERE:

http://hraunfoss.fcc.gov/edocs_public/at...http://hraunfoss.fcc.gov/edocs_public/attachmatch/DA-10-

2. Read the comments the MRHS has filed with the FCC HERE:

http://ddillman.home.igc.org/Radiomarine/Comment.doc

3. File your comment on line in support of KSM. You can do this by uploading a prepared document like the comments the MRHS has filed. Or you can use an on-line form to file brief comments.

The proceeding number is 04-286. To file a prepared document go HERE:

http://fjallfoss.fcc.gov/ecfs/upload/display?z=lg4h3

To file a brief comment go HERE:

http://fjallfoss.fcc.gov/ecfs/hotdocket/list?z=g4v1a

If proceeding number 04-286 is not listed click on the "click here" option to add it.

Suggested text:

If you wish to upload a prepared document like the comments the MRHS has filed we've provided suggested template for your use. Add your own name and address and modify the text to include your own words as needed. The template may be found HERE:

If you wish to file a brief comment you might use wording similar to this:

"My name is xxx xxxx. I'm writing to support the comments filed by the Maritime Radio Historical Society (MRHS) regarding WRC-12. Specifically, I agree with the MRHS position that the FCC should not support those portions of the recommendations for WRC-12 that would adversely effect MRHS station KSM and other stations in the maritime service."
They plan to have it installed in the near future. The antennas and coax will be installed by Midwest Mobile. I will be meeting with Steve this week to finalize the layout of the equipment and installing the computer programs for digital work. I am looking for someone in the Buchanan Co. area who can take charge of this station to be the contact person(s) for the hospital should the need for emergency communications arise. This person(s) would also perform communications checks on a periodic basis to ensure that everything is operational.
REPEATER - The top of KQ2 TV tower has been removed and is now down to the same level as our antenna.
The 85 repeater has been very noisy due partially to the large sections of the tower being lowered by crane around our antenna.
We still are not sure whether KQ2 is going to install the digital antennas on our level or raise them 200 ft. above us.
It was decided to install our repeater on Ernie Millers tower and leave a repeater on the KQ2. We would add a PL tone on the second repeater and on a Saturday we would do a test using both repeaters by turning one on and the other off and having some Hams drive to distant towns in the area and checking the signal strength received at each repeater. The repeater with the best received signal would be used as the Primary and the other would be used as a backup. It might be possible to keep both units on and depending on your location as to which PL tone you would use to "hit" the repeater.
HAMFEST - WD0BC reported we sold 12 tables and we cleared $ 150.00 on the Hamfest. We will hold next years Hamfest on Sept. 18th, 2010 at the same location (American Legion Hall) The tables will be reserved and we decided on a name for the hamfest. Since it will be in the fall, it will be called the HARVEST HAMFEST - 2010.
PIZZA PARTY At the last Hamfest, Hams could sign up if they wanted to attend the pizza party that was to be held just prior the regular business meeting. This was an idea to try to enhance attendance at the club meetings. The club supplied the pizzas.
The next club meeting will be held on Nov. 4th.

7:20 p.m. - Meeting was called to order.

REPEATER TRUSTEE - Monty Baublit (KG0ZR) said that as of Oct 1st, he would no longer be the repeater trustee. Motion was made by Tom (KA0RTU) Seconded by Charlotte (N0ZKH) asking that Monty stay on as repeater trustee. Monty agreed to stay on. Thanks Monty.

REPEATER MOVE. Ernie Miller (WA0HBX) was contacted. He said the new antenna will be installed within the next week or two.

The question was raised as to which is better (a) leaving the repeater on the KQ2 TV tower or moving it to Ernie's Commercial tower. Motion was made by Steve Polley (N0SWP) Seconded by Al Clark (KF0H) for Ernie to go ahead and install the antenna. We would still leave the 850 repeater operational at KQ2. After KQ2 has completed the analog to digital conversion and all old equipment & cables have been removed from the KQ2 tower, then we will send some Hams out to outlying towns (maybe on a Saturday?) and check which repeater location (KQ2 or Ernie's) has the best reception. This would be done by turning each repeater on and off and checking the quality of the signals received at each repeater.

SURPLUS ANTENNAS - Motion made by Steve Polley (N0SWP) Seconded by Bill Coverdell (WD0BC) to sell the two (2) excess antennas for $ 50.00 with the caveat that they both be removed within 30 days.

HAMFEST - Will be held this next Saturday at the American Legion Hall - 4900 Frederick Blvd.

CLUB MEMBERSHIPS - Bill Coverdell (WD0BC) will place a sign at the Hamfest asking for Hams to join or rejoin the club. Membership Application Forms will be available at the Hamfest.
We need ideas on how to increase club membership and attendees at the monthly club meetings.
